Bogotá .- The president of the Colombian Chamber of Infrastructure, Juan Martin Caicedo, responded to the statements made by the Minister of Transportation, William Camargo Triana, regarding the possibility of conditioning the delivery of future vigencias futuras corresponding to the Bogota Subway in case of eventual delays in the execution of the project.
Caicedo clarified that the current concession contract for the Bogotá subway establishes that payments will be made according to the progress of the work. Thus, if delays are evidenced, the corresponding disbursements will not be made, as stipulated in the contract.
The resources for the payments against the progress of the work come from various actors in the financial sector, such as multilateral banks (IDB, European Investment Bank and the Birf) and savers in general, who have bet and believed in the Bogotá subway project.
Regarding the Nation’s commitment to pay 70% of the total value of the work through future vigencias futuras, Caicedo reminded that this is a sovereign obligation that must be honored until 2048 by law. Therefore, the progress of the work does not depend on the disbursement of future vigencias, and in case of delays there are sanctioning mechanisms such as fines for the concessionaire.
In this sense, the president of the Colombian Chamber of Infrastructure emphasized the importance of complying with the commitments established in the concession contract and guaranteeing the adequate progress of the work,
